City Of Currie issued the following announcement on Sep. 15.
The following Minutes were approved at last night's Council Meeting:
MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF CURRIE: COUNTY OF MURRAY: STATE OF MINNESOTA, INCLUDING ALL ACCOUNTS AUDITED BY SAID COUNCIL.
Pursuant to notice, the special meeting of the City Council of Currie was called to order by Mayor Eugene Short on Wednesday, August 10, 2022 at 6:00 p.m. with the following Council Members present: Jim Hansen, William Olivier, Jr., and Patrick Sweetman. Council Member Kala Larson was absent. Others attending: City Clerk-Treasurer, Annette Seivert, Alan and Karen Johansen, Mary Hartman, Tom Noerenberg and Julie Wahlstrom-Hartman,
Olivier moved, with a second by Sweetman, to approve the Agenda. Motion carried unanimously.
Olivier moved, with a second by Sweetman, to approve the July 12, 2022 Regular Meeting Minutes. Motion carried unanimously.
No one was present from the Murray County Sheriff’s Department or People Service, Inc.
Hansen moved, with a second by Sweetman to adopt Resolution #08-10-22-24 to accept a donation for Fire Department Equipment Fund from Northwest Natural Gas of Murray County LLC for $1000.00. Motion carried unanimously.
Olivier moved, with a second by Sweetman, to approve the Fire Protection Rate from $175 to $200 per section as recommended by the Fire Department. Motion carried unanimously.
A Spreadsheet for the new Fire Hall was distributed to the Council showing all of the donations and expenses since the beginning of the project. There is a positive balance of $47,921.99 in the fund to be used for the repayment of the USDA/Nobles Electric loan of $158,991.00.
Tom Noerenberg was present for the Public Forum to discuss the broken sewer pipe and the lack of grass growing on his property after reconstruction which has been an ongoing problem for 3 years.
Three Utility Disconnection Notices were mailed out but all have paid and there are no shut offs.
Maintenance Report
1. The Sewer Vac System from Vermeer is slated to arrive mid to late August due to an engine backlog.
2. The invoice from the Murray County Highway Department for the patch on Mill Street from September of 2021 for $5,155.70 will be discussed along with the Bridge Project at the next regular Council Meeting on September 13th, 2022.
3. No grant funds have become available yet for the Settling Plates in the Water Treatment Plant.
4. Westbrook Ag Power has no estimated time of arrival for the new lawn mower.
5. There is no estimated time of arrival yet for the Street Sweeper from Titan Machinery.
6. The excess storm sewer water entering into the Sanitary Sewer System is still under investigation by Olivier and Hansen.
7. Spartz Plumbing and Heating have replaced the plumbing on Well #4 with plastic to avoid corrosion.
8. Quotes for the replacement of the sidewalk at 151 Church Street were received. Sam Carlson provided a quote for $340.00 and Joseph Schreier Construction provided a quote of $850.00. Olivier moved, with a second by Hansen to accept the quote from Sam Carlson for the project. Quotes were also received for replacement of the sidewalk leading up to the Municipal Building at 801 3rd Street. Sam Carlson provided a quote of $2,900.00 to replace it at its current width of 12 feet and $2,200.00 to replace it with a width of 8 feet. Joe Schreier Construction came in with a quote of $4,665.00 to replace it at its current width of 12 feet and recommended keeping it at that width. Olivier moved, with a second by Hansen to accept the quote from Sam Carlson to replace the sidewalk with the 8 foot width for $2,200.00. Motion carried unanimously.
9. Bargen has begun paving and patching the streets as approved at the last Council Meeting. Bargen is now recommending that a cutout be done instead of infrared patching near the alley on Second Street between Mill and Church Street. Sweetman moved, with a second by Olivier to approve up to $5,000.00 for the cutout. Motion carried unanimously.
10. Jon Hamre from Mid-America Research Chemical Corp. has not come to view the issues with the Municipal Building floor cleaning and waxing. No payment will be made until the issue is resolved.
11. The lack of gravel in the alley in the 400 Block between Main Street and Everett Street has been tabled as Jim Suprenant will no longer have the equipment to do the work.
12. The project list was reviewed.
The Policy Regarding Notification of Public Nuisances Affecting Public Peace and Safety Step 5 was reviewed. The vehicle at 250 3rd Street has been properly notified and will be removed per Short and Sweetman. There are no current violations from the Currie Clean Up Committee of Larson and Olivier.
The painting and installation of carpet in the Municipal Building will continue into September.
The League of Minnesota Cities Insurance Trust has found that the City of Currie was not negligent for causing the sewer backup that affected the property at 940 Sweetman Street.
A petition was received to request the alley be vacated in Block 6 in Currie’s Addition between 1st and 2nd Street and a petition to request 2nd Street be vacated between Blocks 6 and 11 from Meyers Street to Everett Street of Currie’s Addition. Sweetman moved, with a second by Olivier to adopt Resolution 08-10-22-25 Verifying the Sufficiency of Petition and Ordering a Hearing Date of September 13, 2022 at 6:00 p.m. and Preparation of Notice. Motion carried unanimously.
Olivier moved, with a second by Sweetman, to transfer $12,000.00 from the General Fund to the Fire Department Operations Fund and $3,500.00 from the General Fund to the New Fire Hall Fund as budgeted. Motion passed unanimously.
Sweetman moved, with a second by Olivier to transfer $500.00 from the General Fund to the EDA Fund, as budgeted. Motion passed, with Short abstaining.
The note for $611,000.00 with Currie State Bank/ is due November 1, 2022. Currie State Bank is offering an interest rate at 3.75% for five years with payments of $50,000.00 per year. The matter was tabled until other offers are received.
Olivier and Seivert will be given Self-Evaluation Forms to begin the process of Annual Performance Evaluations.
A Capital Improvement Plan was distributed to the Council for consideration before the next council meeting as well as the Proposed Budget for 2023, which needs to be approved by September 30, 2022.
The following announcements were made: Filing for the Mayor and 3 City Council Member seats are accepted until Tuesday, August 16th at 5:00 p.m. The City Clerk/Treasurer has completed the Election Judge Training required thus far. The notice for the Des Moines River Watershed Partnership Draft Plan was distributed; the Public Hearing will be in Windom on October 7, 2022. Bluepeak Broadband (formerly Vast) has been notified to replace any damaged pedestals in the City of Currie. The Minnesota Department of Transportation will be replacing the City Name Sign on Highway 30 either this fall or next spring if the City wishes to place any sign panels underneath the City Name.
Financial Reports for June and July 2022 were distributed.
Oliver moved, with a second by Sweetman, to approve the bills in the amount of $17,973.68 as audited, for payment. Motion carried unanimously.
There being no further business, Olivier moved, with a second by Sweetman, to adjourn the meeting at 7:35 p.m. Motion carried unanimously.
